Model recovery plan taking into account gender equality and equal opportunities for women and men

23.01.2025

We offer recommendations to local self-government bodies on how to incorporate gender aspects into recovery plans, develop gender indicators, enhance their expertise in gender planning, and engage women's civil society organizations and gender experts in recovery processes.

The idea of developing a Model Recovery Plan (MRP) arose during the analysis of local recovery plans in Kyiv region and Severodonetsk city (Luhansk region). This analysis revealed the absence of issues related to ensuring equal rights and opportunities for women and men. As a result, our team developed a checklist of questions for conducting gender analysis of recovery plans.

The next step was the development of a document to help communities include a gender component in the development of local recovery plans.

Thanks to expert teams from Luhansk and Donetsk regions, recommendations were developed for communities on shaping and implementing recovery plans with consideration for the equal rights and opportunities of women and men. The plans include information on gender elements of spatial planning, construction, and facilities, among others. You can explore the documents in detail below:

The implementation of these measures was made possible with the support of the European Union provided within the project "Gender Analytical Centers Network: Strengthening Capacity for Developing Advanced Policies, Impact Assessment, Strategic Advocacy, and Focused Policy Communications" implemented by the Ukrainian Women's Fund.
